M3 Corporation is a consultant business primarily focused on teaching classes to government agency personnel on how to write, award, and administer federal government contracts. The company was established in 1994 upon the retirement from the U.S. Navy of Steven W. McKinzie. Since it’s establishment M3 Corporation has taught many classes to government employees through sub-contracts and prime contracts. Mr. McKinzie has also been a Contracting Officer for the Federal Emergency Management Agency (FEMA) and a contracted Quality Assurance Manager for the Federal Transportation Administration (FTA).

Mission Statement
Provide training to government personnel involved with the development of requirements that will be contracted by the federal government. Teaching these individuals the tools necessary to perform the federal procurement process.

Based in Parksley, Virginia, we are located near the headquarters of the U.S. Atlantic fleet and a short drive from Washington, D.C. Our staff of contractors travel throughout the United States, including Puerto Rico, to provide high quality training for agencies including the Department of Health and Human Services (HHS), the General Services Administration, and the Department of Defense.

M3 presents on-site courses using text books, PowerPoint presentations, DVD’s, flipcharts, exercises, and student participation. This type of presentation provides students with hands-on activities and active participation.

The type of presentation used by M3 provides the students with a personal experience. Competitors do not provide the hands-on participative approach provided by M3.

M3 is a mature company that has been providing teaching services for the past 15 years. They have a proven track record of satisfied customers. All courses are taught on-site at the customer’s facility. Texts are produced and updated by M3. All materials are provided by M3. The on-site location provides the facility, equipment, and students attendees. The price charged by M3 is competitive with other companies providing similar training. All materials are produced by M3 using uncopywritten government available information.

M3 Corporation is a wholly owned business of Steve W. McKinzie. The business consists of very little liability and is the product of the owner and single instructor.

Teaching of classes to the federal government has developed over the past twenty years from the government providing the courses to government personnel to the government contracting the courses to be taught by private contractors.

M3 Corporation has proven its self to be a reliable presenter of government contracting classes. Since it’s inception in 1994 it has presented hundreds of courses to thousands of students. It has a reliable customer base and continues to have adequate demand to support it’s long term and short term goals.
